Summary: Clarification regarding Petition to modify the requirements of Cause U-85-23 and Docket UT-990976, in order to discontinue Qwest's obligation to be the IntraLATA designated carrier of Private Line Services as it relates to noncontiguous foreign exchange (FX) circuits wherever those circuits have in the past been considered to be, or are now considered to be, a part of Qwest's designated toll provider obligation. This clarification deals with the FX circuits provided in tandem with Whidbey Telephone Company, d/b/a Whidbey Telecom. Staff agrees that the order issued on November 30, 2005, should apply to the extent circuits were considered as part of the obligation between the companies in the past.
