The net proceeds of a sale of emission allowances shall be credited to FERC account 254, Other Regulatory Liabilities. The liability account shall be amortized to the income account 407.04, Regulatory Credits, over a period of ten years or the life of the associated generating plant, whichever is shorter. Grant approval to lease emission allowances and the following accounting order. Gains or losses from allowance leasing shall be credited, to account 411.8, gains from disposition of allowances, or debited to account 411.9 losses from disposition of allowances, as appropriate. All risks associated with emission allowance leases are accepted by corporate management on behalf of the shareholders of WWP.)
