  • 01/08/1997 -- Approved (Approved with the following conditions: 1) No Precedent -- The pricing in this special contract establishes no precedent in future proceedings. 2) Commission Reporting -- Any revenue differential between appropriate tariff rates (Schedule 48T) and the special contract rates shall be reflected as restating adjustments in regulatory reports during the term of the special contract, unless ordered otherwise by the Commission. 3) Cost Shifting -- The difference between the rates charged in the Boise Cascade special contract, and the effective tariff rates (Shcedule 48T) that would otherwise be applicable to the customer shall be borne by shareholders; any shift of lost margins to other customer classes can only be recovered, if at all on a prospective basis and after a general rate case. In addition, with respect to interjurisdictional allocation issues, the Company shall ensure in its next general rate case filing that the Boise Cascade special contract has not harmed its other Washington customers. 4) No Pre-Approval of Rate Changes -- Any changes of rates that occur as a result of Section 2.2 and/or Section 5.4 of the special contract shall not be considered pre-approved by the Commission. Any changes or amendments to the special contract that result in changes to rates or terms shall be subject to the same review and approval process as outlined in the Commission's special contract rule. 5) Tariff Filing Requirement -- The Company shall make a filing of the essential terms of the contract by a tariff filing within 30 days. The essential terms include the size of the load, the price, the duration, interruptability and take or pay provisions, and demonstrated bypass or self-generation potential.)
