Summary: Less than statutory notice request to revise Tariff No. 15, for a May 1, 1999, temporary one year decrease in rates for all classes of customers reflecting a $4.83 per ton tip fee reduction at the Skagit Valley Recycling and Transfer Station. In addition, a further decrease in Item 230 pass through disposal fees from the present $98 to $93 per ton at the same facility. Annual impact of the $4.83 is $55,595 (approximately 2.5 percent).
