Summary The County's load is uncommon because of volatile peaking events during extreme rainstorm conditions. The load cannot be deferred since there is no substitute for the social purpose it serves. These events are non coincident with PSE system peaks. The contract is exactly the same as PSE Schedule 49 but with a change to the Schedule 49 billing ratchet feature. For this ratchet, it caps the billing demand at 10 mW rather than at the previous November-February period's maximum demand. The contract lasts for three years. This time frame will facilitate efforts of KC to construct resources for self generation.
