Establish the annual pipeline safety fees to be paid by every gas and hazardous liquid company as described in RCW 80.24.060 and RCW 81.24.090. The pipeline safety program fees are determined by deducting from the total program cost the federal funding amount received from PHMSA and damage prevention penalties collected for calendar year 2016. Each company’s share is determined by the fee methodology defined in WAC 480-93-240 and WAC 480-75-240 and the first payment is due September 1, 2017. The total fees collected from the operator reflect a 13% increase over the previous year. |
