In 2018, the legislature passed into law SSB 6519, transferring marine pilotage tariff rate-setting authority from the Board of Pilotage Commissioners (Board) to the Utilities and Transportation Commission (Commission) effective July 1, 2019. The legislation also transfers consideration of a port district's tariff rate recommendations for pilotage services from the Board to the Commission.
The rulemaking will determine how the current rate setting process, formula and structure can be assimilated into the existing Commission process for determining rates and identifying areas of potential concern to address in the Commissions Pilotage Rulemaking.
