State Energy Facility Site Evaluation Council welcomes a new member

OLYMPIA, Wash. – The Washington Energy Facility Site Evaluation Council welcomed a new council member Feb. 1.

Robert Dengel has been appointed by the Washington Department of Ecology to serve as the Ecology representative on EFSEC. He replaces council member Cullen Stephenson.

Dengel is an air quality deputy program manager at the Department of Ecology. He has extensive and varied experience in state government, having also worked at the Superintendent of Public Instruction’s Office, the Department of Natural Resources, and the Attorney General’s Office. Before his appointment in Ecology’s Air Quality Program, Dengel served as the statewide resources manager for their Spill Prevention, Preparedness and Response Program, and also served as a legislative and strategic policy analyst in the Spills Program. Dengel holds a Juris Doctorate from the Willamette University College of Law and a Bachelor of Science in Political Science from Southern Oregon University.

EFSEC is the state agency charged with providing “one-stop” licensing for certain types of major energy projects in Washington. EFSEC specifies the conditions of construction and operation. The council also manages an environmental and safety oversight program of facility and site operations.

EFSEC is an independent council that is administratively housed at the Washington Utilities and Transportation Commission. The council consists of a chair, appointed by the governor, and council members from five state agencies: Department of Commerce, Department of Ecology, Department of Fish and Wildlife, Department of Natural Resources, and the Utilities and Transportation Commission.
