LACEY, Wash. – The Utilities and Transportation Commission named Evan Gaffey as the new operations director, effective Jan. 1.
Mr. Gaffey brings a strong legal background and considerable experience in operational leadership and risk management. Most recently, he served as the director of the Office of Enterprise Risk Management at the Washington State Department of Health. He also served as the director of Legal Services and Enterprise Risk Management for the Washington State Office of Superintendent of Public Instruction. Operational strategic planning, budget management, and regulatory compliance strategies were all key parts of these director roles.
“I am confident that Evan's impressive legal, operational, and risk management background will help our agency reach an even higher level of excellence both internally and with the public we serve,” said executive director Jeff Killip. “I look forward to working with Evan Gaffey in his new capacity as the agency’s operations director.”
Mr. Gaffey previously worked in legal, risk management, and operations roles at the Colorado Association of School Boards, the U.S. Marine Corps, and the Connecticut Interlocal Risk Management Agency.
Mr. Gaffey earned Juris Doctor and Master of Business Administration degrees from Quinnipiac University School of Law and Business. He is also a certified information privacy manager and earned an associate in risk management from The Institutes. He holds a Bachelor of Arts in Political Science from the University of Connecticut.
The UTC regulates the rates and services of investor-owned electric utilities, telecommunications companies, natural gas and water companies, solid waste collection companies, household-goods movers and passenger transportation companies, commercial ferries, pipeline companies, marine pilotage, and a low-level radioactive waste repository. The commission does not regulate the rates of broadband services, cellular, cable, or Internet service.
