Lurito Gallagher Methodology
The UTC uses the "Lurito Gallagher Methodology" to determine the revenue requirement of solid waste hauling companies. The model uses the test period adjusted expenses and average investment to calculate the revenue required to recover these expenses and allow a return on invested capital. The return component is shown as an operating ratio.
